If there are several coats of paint you may want to use a stripper first. If the ink or dye is fresh then you may be able to remove it using just a clean damp cloth. Try to avoid over wetting and allow the painted surface to dry thoroughly. For relatively small stains add teaspoon of soap in a cup of warm water and mix thoroughly.

If you have a lot of paneling to sand a drywall sander on an extension pole will make the job go faster. Sand the paneling with 120 grit sandpaper or a sanding sponge.
